The Regional Disaster Management Agency (BPBD) of Bogor Regency together with related OPDs and the Village Government of Nanggung Subdistrict, and the Village Government of Harkatjaya Subdistrict, Sukajaya Subdistrict held a simulation of anticipatory action for the Cidurian River flash flood and Mount Tajur landslide on 17-18 May 2023. The simulation aims to increase the capacity of the community and the Disaster Preparedness Team in carrying out anticipatory actions based on the early warning system and the division of roles of each OPD when the anticipatory action is activated. This simulation is a series of several stages of activities involving the Village Disaster Preparedness Team and the community as participants of the Flood Anticipation Action Programme in Bogor District facilitated by YSI for approximately 6 months. The facilitation includes the preparation of data management mechanisms and early warning information, command systems and coordination systems, preparation of evacuation sites and routes and preparation of supporting infrastructure for anticipatory actions. In facilitating these activities YSI partnered and collaborated with stakeholders such as BMKG, BPBD, Social Service, Puskesmas and Village Government.
On 17 May 2023 the simulation process was carried out with the agenda of testing the command system and coordination system involving 29 participants representing various stakeholders. In addition to reconfirming the role of each party, a review of the effectiveness of coordination in responding or carrying out anticipatory actions when there is early warning information from the disaster trigger until before the disaster actually occurs. Meanwhile, on 18 May 2023, a simulation of anticipatory action activation was conducted to test the readiness of the community and all parties involved to carry out their respective roles in the early warning and evacuation activation process. This simulation involved 548 participants from two villages as well as representatives from OPD at the sub-district and district levels.
In the simulation process, the role of each participant and stakeholder was emphasised in order to have an idea of the extent of the village's readiness to face disasters after being given capacity building to prepare anti-preparedness actions and following cross-sector coordination. This also aims as an evaluation to assess the extent to which the action plans that have been made can actually be implemented effectively and efficiently to protect and save the community from disaster threats.
