Wednesday (13/07/22) at Banua Kasiromu Lombonga Village, Masturido (field staff) facilitated a joint discussion between lombonga village stakeholders to discuss the legal status and management of the PEM building. In the discussion, there was also a sharing of problems and obstacles during the construction of PEM, the status of PEM building assets, as well as the readiness of the village government in managing and maintaining PEM buildings.
The activity was attended directly by representatives from the village government and the Lombonga Village Consultative Body (BPD), development managers who started by providing updates on the PEM development process and the obstacles experienced. One of them is a representative of the BPD who is not active in the development team, the swelling of the use of the budget in the construction of the PEM, and its effect on previously planned facilities cannot be fulfilled. The issue was responded to by an agreement that to replace the existing BPD representatives in the PEM development team, as well as provide a commitment to continue fulfilling the facilities, maintenance and maintenance costs will be supported by village funds.
The discussion continued by talking about the status of PEM's assets; Both the Village Government and BPD agreed that PEM would become an asset owned by the village and would be strengthened in the form of village regulations (perdes) which were strengthened by village head regulations (perkades). After that, the draft perdes/perkades will be consulted to the regional secretariat of the Legal section of Donggala district.
These three points are the result of discussions that will be used as an agreement to monitor the development of PEM management in Lombonga, strengthened by the commitment of the Lombonga village government and local regional representative bodies to allocate a budget for the fulfillment of PEM facilities, the village government will strive for PEM to become a village-owned asset under the supervision of legal force through the Village Regulation and the commitment of the village government to make a decree for the PEM management team so that when it becomes a PEM. functioned and managed regularly for disaster mitigation activities.
