
The approval of Law No. 24/2007 on Disaster Management and its other government policies in District level is not enough if both, government and people do not have capacity to understand Disaster Risk Reduction (DRR) as a mainstreaming in any development plan in Indonesia. Not yet merely as a mainstreaming, many policies of development is overlap with other policies in the context of its implementation. This is the reason why we conducted the workshop entitled Building Policy Sinergy of District Government Level in Disaster Management on the 25th - 26th of May 2010.
The workshop was done under the cooperation between Mercy Malaysia and SHEEP Indonesia Foundation which invited Provincial Legislative (DPRD), Provincial Development Agency (BAPPEDA), Provincial Disaster Management Body (BPBD), Community Protection Body from West Java, Central Java, East Java , Yogyakarta and several other regencies. The workshop invited three resource persons which were: Ir. Wisnu Wijaya, Mr from National Disaster Management Body; Ir. Kuswiyanto, M.Si, Mr. From National Development Plan Body, and Drs. Awang Yanuarko, M.Si, Mr from Ministry of Internal Affairs.
During the workshop, participants were arguing about the release of Law of Internal Affairs Minister No.46, 2008 about Organization Guidelines and Operational Procedure of Provincial Disaster Management Body (BPBD); precisely of the chapter 2 article 1, which mentioned that both District Government and Municipality are allowed to form Disaster Management Body. This policy does not encourage the government to form the organization due to low risk of disaster in their region, which became less priority. This policy is also mixup with the mandate of Law No. 24, 2010 article 25 which mentioned as follow ... the forming, function, role, organization strucure, and operational procedur of Disaster Management Body is stated by the Law of District Government. This mix up policies trigger problem in local government level in implementing Disaster Management throug its organization. Other aspect that worse that condition is less understanding toward DRR as holistic approach of development policy.
Other problem which affect the slow of Disaster Management Institutionalization in district and municipal levels are the budget and Human Resource related with the understanding of Disaster Management and Disaster Risk Reducation. Most of government officials understand Disaster Management merely as Disaster Response, therefore they are only waiting the disaster happened in doing their role. That is why the organization become ineffective. On the other side, other Government Working Unit (SKPD) also apply disaster response which is already budgeted. Therefore, there is kind of worry that the forming of Disaster Management Body will take some budget away from other existing working units.
From some arguments during the workshop, we formulated some recomendation which need to be followed up by the government , as follow:
1. The Government Law No. 38/2007 (about role and authority division) need to be revised, so it should clearly define that Disaster Management is an obligation for the District Government.
2. The guidelines in determining the status of disaster need to be approved as soon as posible, so the head of District and or Regency have definite reference
.
3. The guideline of developing Risk Map is need to define since mainsteraming DRR into region development plan can only be done on the basis of the existence of Risk Map.
4. Capacity Building for Human Resources of Disaster Management Body and or Government Working Unit who is in charge in Disaster Management is required in order to enhance the quality of their role.
5. As inline with global commitment, where Indonesia also ratified it; it is required that Government should allocate sufficient budget for DRR activities, which atleast about 1% from the national budget.
The recomendation above is sent to the Ministry of Internal Affairs, National Disaster Management Body, and National Development Plan Body to sinergy their organic policies with the mandate of Law No. 24/2010 on Disaster Management.
