People who once lived in GAM base areas still felt insecure and anxious talking about politics as they feared that the Indonesian army would randomly detain suspiscious people. Hence, the MOU implementation put the conflict to an end but did not provide freedom or law enforcement. In fact part of SHEEP´s village partners in East Aceh were living in former GAM base areas. Current major Tsunami-related problem in communities in NAD is economic as the province lost approximate US$ 1,2 million from the productive sectors. More than half of the total loss is in the fishery sector while the remaining loss is in agriculture and manufacturing sectors. Cash for work funded by either donors or NGOs certainly played a crucial role in remobilizing the economic sector. Yet such programs have been phased out gradually and replaced by compatible housing projects, in addition to inducing regular workforce.
