It is to enhance and implementing disaster management program covering disaster risk reduction, rapid emergency responses, and post-disaster rehabilitation programs.

Disaster Management
SHEEP apllies disaster management strategy which prior to response its program areas as vulnerable area of disaster. Disaster management can start from emergency response based on rapid and gender-based  assessment. The response should recah the target, which means that the priority will be given to those who really in needs. The respond will include provision of food, clothing, equipment, shelter, health and other emergence needs. Rehabilitation and reconstruction process will be focused on health and economic recovery. The recovery process will not only giving health services and access to capital, but also to set up health service system and productive economic business in community level.
In normal situation or after recovered from disaster, there is a stage to reduce disaster risks. On this stage YSI needs to organize education on disaster management to the people by emphasizing local context where people live. The education will cover disaster risk, emergency respond, mitigation, and developing disaster management at community level. To maximizing the out puts of this education, YSI also needs to empower community organization through organizing activity, improve capacity of the organization, and strengthen networking. This activity is very important to make sure that the out puts of the education can be implemented by the community.

Targets:   
The survivors and vulnerable groups in the disaster area (children, pregnant women, breast-feeding women, elderly people, people with disability), especially in YSI’s area of works, including Central Java, Jogjakarta, and East Aceh.
